Department Description:

Mission StatementTo provide for a comprehensive system of emergency management for all hazards and in all phases (mitigation, preparedness, response, and recovery) to protect the people and their property, the natural and cultural resources, tribal infrastructure, and other tribal assets from the adverse effects of natural, technological and human-caused emergencies and disasters.

The Office of Emergency Management (OEM) is authorized and directed by Council Resolution GR-136-98 to establish a program of disaster and emergency preparedness that utilizes services of all appropriate Departments and includes:


  1. Preparation of disaster preparedness plans for mitigation, warning, emergency response operations, rehabilitation, and recovery;
  2. Training and exercises;
  3. Post-disaster critiques and evaluations;
  4. Annual review of emergency preparedness programs and plans;
  5. Coordination of local preparedness programs and plans;
  6. Application of science and technology; and Research.

OEM provides technical assistance to Districts, Departments, Programs, Business Enterprises, and Tribal Corporations in developing comprehensive plans and practicable programs for preparation against disasters, including hazard reduction, avoidance, and mitigation, for assistance to individuals, business enterprises, Tribal Corporations, and District governing bodies following such disasters; and for recovery of damaged or destroyed public and private facilities.
