Good Morning,

Lieutenant Governor Manuel, Honorable Community Council members, Chief Justice Stewart and members of the Tribal Judiciary, members of my Executive Team, honored guests and my fellow Community members.

This is the beginning of the New Year, 2010, and it's an appropriate time to inform members of the Gila River Indian Community about the State of the Community, about the State of Our Community. This is an important task for several reasons. First, it keeps you informed about what your tribal government is doing in crucial matters that affect you; secondly, it puts this information out there and open to response from you. This kind of communication is vital for our government to be effective in working to improve our way of life here on Gila River.

I will cover five main areas that have a direct impact on our lives now and that will also affect our children and their children in the future.

The first is the Budget for our community government. This is important because it sets the day-to-day means for tribal leaders and tribal employees to provide important services to community members, from police and fire protection to meals for our elders.

I will talk about Housing, which over the years is the number one priority voiced by our people.

The third topic is about Transportation. It's no secret that our roads are old and rough, and that most of the vehicle traffic crossing our community is not driven by our members, but by our off-reservation neighbors.

I will also talk about Water, the lifeblood of the Gila River Indian Community. Though the major Arizona Water Settlement Act was signed in 2004, the battle still continues. There are new challenges to our water rights, and we have to confront every one of them or risk losing them.

And lastly, I will talk about Per Capita, which is one of the recent events that affects every last one of our enrolled members.
