DISTINGUISHING FEATURES OF THE CLASS:
The Director, Human Services is a senior management position that must demonstrate a distinct knowledge and skill in program development, program implementation, clinical supervision, and patient management for the provisions of efficient and productive treatment and program services for patients, families, significant others, and referral agencies. This position oversees the administrative operations of several programs within the Department of Human Services of the Gila River Indian Community. Includes services provided at the Residential Treatment Center, the Community Based Treatment Program, and Prevention & Intervention Services for Youth and Rehabilitation Services. Administrative duties include planning, organizing, directing, training and coordinating the development and continued operations of the programs that it oversees under the Department of Human Services.
ESSENTIAL FUNCTIONS:
- Oversee all development and enhancement of the Residential Treatment Program from conceptualization and planning to execution and evaluation.
- Oversee aspects of the clinical and residential support services within the residential programs.
- Establish and implement policies and procedures in accordance with federal regulations.
- Responsible for ensuring that all program objectives are met and are in concurrence with any and all licensing boards standards to which GRIC Human Services is accountable.
- Develop and manage yearly budgets.
- Effectively manage financial, informational and physical resources to achieve GRIC Human Services objectives.
- Participate in planning and development of needed program expansion.
- Provide reports to Community Administration, Community Council, and funding sources as required.
- Foster and contribute to a positive working environment by communicating effectively, professionally and with respect to all employees and exhibiting a team-centered approach in managing the operations of the programs to ensure client needs are met.
- Supervise and provide direction and support to Residential Treatment staff who operate within the Residential Treatment Program to ensure Gila River's environment is safe, clean and supportive of adult and youth development.
- Provide primary or delegated clinical supervision to clinical staff as needed.
- Exercising good judgment concerning staff, performance, evaluations, employee and employee development.
- Create an understanding of the organizational strategic plan and communicate a clear link between team goals and the strategic plan.
- Assist the Training Coordinator to establish and implement a staff training plan.
- Supervise the maintenance of treatment facilities and adjacent grounds ensuring the environmental health, sanitation, and security of the facilities.
- Oversee implementation of promotional activities in the Community.
- Coordinate activities and/or treatment programs with other Tribal Departments and external agencies.
- Perform other related duties as assigned.
REQUIRED KNOWLEDGE, SKILL AND ABILITY:
- Considerable knowledge of substance abuse, mental illness and therapeutic responses;
- Considerable knowledge of the economic, educational, and health social problems of Native Americans;
- Knowledge on techniques and practices of directing clinical programs in a public health setting;
- Must have working experience in business operations of a large residential treatment facility.
- Must have standard billing and medical billing experience in a residential treatment environment.
- Experienced in client intake.
- Current knowledge of all facility and treatment licensing standards.
- Knowledge of the legal aspects of operating a residential treatment facilities and programs.
- Knowledge of accreditations required for residential treatment programs and staff.
- Knowledge of minimum standards for 24-hour residential treatment center.
- Extensive experience with federal grants, budget formulation and management.
- Ability to plan, develop, organize and control cohesive effective programs;
- Ability to manage multi-task and drive projects to meet budget constraints and identified time frames.
- Ability to make effective use of available funds, personnel, equipment, materials supplies and space;
- Ability to plan, supervise and coordinate work of others;
- Ability to express ideas clearly, orally and in writing;
- Ability to establish and maintain effective working relationships with other employees, Community Officials and the general public;
- Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.

REQUIRED EXPERIENCE AND TRAINING:
Master's degree from an accredited university in Social Work, Social Sciences, Health Administration or a closely related human services field and a minimum of eight (8) years specialized experience in direct management with large Residential Treatment Centers and Programs that includes staff supervision of multiple layers and three (3) years administrative experience with budgets, medical billing, standard billing, operational functions and staffing.
ADDITIONAL REQUIREMENT:
Current licensed Chemical Dependency Counseling Certification or licensed as a Substance Abuse Counselor.
Valid state driver's license with proof of driving record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be submitted with application
